Note: Answer any five questions of the following questions selecting at least two questions from each section. All questions carry equal marks.

SECTION I

1. Explain the concept of public systems management. Examine its theoretical foundations.

2. Discuss the constitutional environment of public systems in India.

3. Analyse the kny social factors that determine the functioning of public systems in India.

4. "Political and Permanent Executive play an important role in policy-process." Discuss the important models of relationship between the two in the light of the above statement.

5. Write short notes of around 300 words on each of the following :
(a) Digital Governance
(b) National and State Human Rights Commission

SECTION II

6. Critically examine the meaning, nature and effectiveness of judicial activism.

7. Elucidate the key features of performance budgeting and zero-based budgeting.

8. Discuss the important principles and techniques of total quality management.

9. Bring out the main features of the Right to Information Act, 2005. Suggest measures for its effective implementation.

10. Write short notes of around 300 words on each of the following:
(a) Concept and objectives of work measurement
(b) Strategies for women's empowerment
